Setup: General Duty Office of the municipal government, Secretariat, Division of Planning, Division of Command, Division of Safety Supervision, Division of Law Enforcement and Co-ordination, Division of Anti-earthquake, Division of Resources, Division of Civil Defense Construction, Division of Publicity and Training, and Civil Defense Command and Information Center.
Responsibilities: Implement national, provincial and municipal laws, regulations, rules and policies concerning emergency management, civil defense (including people's air defense, protection against and mitigation of earthquake disasters, off-site emergency activities for nuclear accidents at nuclear power plants; similarly hereafter), work safety and so forth; draw up local laws, regulations and policies concerning emergency response, civil defense and work safety which are to be carried out upon approval. Compile and amend development plans for emergency management, people's air defense and protection against and mitigation of earthquake disasters which are to be carried out upon approval; organize the construction of contingency plan system, draw up the general contingency plan for emergencies as well as the special plan of civil defense, which are to be carried out upon approval; organize the mapping of emergency resources distribution map; draw up plans for special emergency materials support and emergency equipment allocation, which are to be carried out upon approval; construct and improve emergency platforms. Coordinate and command the response and rescue operation for emergencies above "serious" level; organize and coordinate emergency evaluation and post-emergency rehabilitation. Integrate, analyze and report information concerning emergencies, work safety and casualty accidents, and issue relevant information accordingly. Instruct and coordinate the organization of professional teams to practice emergency exercise; organize and instruct the training of professional teams for civil defense; inspect and monitor major hazard installations, hazard areas and major accident hazards. Manage civil defense. Work together with military organs to decide on major economic target units and key units requiring defense, and supervise under the law the civil defense construction serving for municipal and economic goals; plan and participate in building strategic evacuation regions and emergency shelters. Manage state-assets of people's air defense in a professional manner according to laws and regulations; work with relevant departments to manage civil defense projects initiation, and inspect the management and usage of the funds specially allocated for civil defense. Monitor and inspect the public projects, facilities and special equipment for civil defense while giving instructions on management and maintenance. Supervise the anti-earthquake evaluation of construction projects and major construction places; organize and instruct earthquake monitoring and prediction. Coordinate work safety on an overall scale. Instruct and coordinate districts and the affiliated departments of Shenzhen municipal government to supervise work safety.  Coordinate or participate in investigating and handling accidents causing casualties above "serious" level; analyze and predict work safety conditions on a regular basis, and help to solve major issues. Promote the publicity and legal education of civil defense, work safety and emergency response; instruct the construction of emergency response education base. Be responsible for duty work of municipal government. Other work assigned by municipal government, municipal Commission for National Defense Mobilization and departments of higher level.
